HIGH TURNOVER

Littlefield TCCC has a tremendous turnover with clinical therapists.

From September 1, 2015 to September 8, 2020, 25 clinical therapists have come and gone from the facility. This has a definite impact on continuity of clinical treatment. Many treatment services are not compliant due to the extreme turnover. On average this means, residents have new therapists just over every 2 months.

On page 20 of the Biennial Report regarding the Texas Civil Commitment Office
December 1, 2016 – November 30, 2018
, it states the following: “Based on these caseload growth projections, the Texas Civil Commitment Center will reach capacity in the second half of FY 2019 at 346 SVPs.”

Residents reported that the facility currently has more than 346 residents. As of September 8, 2020, there will be around 5 clinical therapists for more than 346 residents. That is a caseload of approximately 69 residents for each therapist. While the facility is not fully staffed, it has never been fully staffed. The ratio of clinical therapists to residents is too large for any effective treatment. In fact, taking back to back groups with no breaks considering this caseload would be 36 hours plus per week. That does not account for paperwork, breaks, lunches, and individual counseling that is required. One therapist reported that when hired, most residents were out of compliance from the previous therapists.
