TCCO Board Minutes February 2021

Folks,

Pay particular attention to the two sections reported in the TCCO Board minutes titled:

  1. Report from the Texas Civil Commitment Center regarding treatment programming
  2. Report from the Texas Civil Commitment Center regarding COVID-19 protocols and processes

We believe there are blatant inaccuracies in what TCCO is reporting to the Board. If you believe the same thing, please call TCCO, MTC, legislators, and anyone else that might listen to our pleas for transparency and truth from TCCO.

  1. Why don’t these Board members (NOT TCCO staff or MTC staff) get off their butts, make a surprise visit to Littlefield, actually interview the “residents” (aka inmates) and non-TCCO employees and learn what is truly going on for themselves?

    MTC AND TCCO reports provided do NOTHING but provide justify cover ups and helps provide documented legal protection for TCCO and MTC. My belief is that MTC is trying to help these people, yet TCCO does everything possible to keep them incarcerated (with guards, high fences with razor wire, and ankle monitors). And this Board continues to sit on their butts while TEXANS continue to foot the bill to pay for this ineffective program.

      Please realize that TCCO and anything to do with TCCO (including the board members) are not going to help these men. Two members on the board are EXTREMELY BIASED! They shouldn’t even be on the board! There was an article written about this and the reporter asked Senator Whitmire about it. His answer was absolutely wrong according to research. McLane and Gouyton should NOT be on the Civil Commitment Board. In fact, McLane shouldn’t have ANYTHING to do with Civil Commitment because of her ex-husband. I know she is appointed by Senator Whitmire, but he needs to read the research.
      TCCO is quick to say they are doing a wonderful job in this program. That’s because they need to keep getting funded. I have YET to meet or hear about a single TCCO employee that has done anything to support a man in civil commitment. I have heard them admit to “over punishment” and continue to over punish for months and months. I have known of TCCO “losing” grievances that men have asked for when TCCO had refused to give them a copy, but not once have I ever heard of an employee of TCCO praise or help someone.
      Don’t think it’s just the board, although yes, it is definitely also the board. MTC is not innocent. There are officers that treat the men like men. They talk to them, not at them. They realize that these men have paid the price asked of them by a judge and jury of their peers. We can’t say that of all the MTC officers and administrators. Remember, these men “should be able to make it through this treatment in six years easy. As long as they stay out of trouble.” That is according to Mr. Schmoker of Littlefield MTC. We KNOW that’s not happening! TCCO & MTC continue to hold these men back. TCCO, MTC and the Texas govt. does not want them home. However, these men keep working, reading, writing, pushing themselves no matter what gets thrown at them. We ALL know who the real criminals are in this situation. The REAL criminals are the people making Texans pay $95 MILLION every 4 years for this facility that is too small, there aren’t enough guards, they are breaking civil rights DAILY, and men are dying.
      Do we continue shelling out this amount of money? The majority of these men were already in an outpatient setting. They had jobs, they were going to group counseling.
      What wasn’t happening???? TCCO wasn’t getting 33% on everything each man received! Where is that money going??? Have we ever seen a report on what that money is specifically spent on? I think we should be able to see that.
      I think we should be able to see where it all goes. McLane SAYS the 33% goes towards the men’s clothing and food. WELL, I KNOW THEY PAY MORE IN 33% CHARGES THAN SHE’S PAYING TO HELP WITH FOOD. I WOULDN’T FEED MY DOG WHAT THEY EAT. IT’S PITIFUL.
      MARSHA MCLANE, I CHALLENGE YOU TO SPEND 1 WEEK IN THE FACILITY.
      EAT EVERY MEAL IN THE FACILITY. NO BRINGING SNACKS WITH YOU! NOT UNLESS THEY’RE APPROVED AND YOU PAY THE 33% TAX!
      EAT WHAT YOU’RE GIVEN. ONLY GO OUTSIDE WHEN YOU’RE TOLD. SAME AMOUNT OF TIME THE MEN ARE.
      SAME AMOUNT OF TIME TO SHOWER AS THE MEN GET.
      1 WEEK MCLANE. LET’S SEE IF YOU CAN HANDLE WHAT YOU’VE PUT ON THEM.
      AND DON’T SAY “WELL, I HAVEN’T DONE WHAT THEY’VE DONE….” THEY’VE ALREADY PAID FOR THOSE CRIMES!
      THEY ARE NOT SUPPOSED TO BE PRISONERS! THEY ARE SUPPOSED TO BE IN A TREATMENT CENTER. LET’S SEE IF YOU CAN HANDLE THE TREATMENT CENTER THAT YOU HAVE CREATED….1 WEEK.
      1 WEEK COMPARED TO THE YEARS YOU’VE PUT ON THESE MEN.

  2. I totally agree and I challenge the same ,ms McLane, you need to go see how it feels to be treated like crap by your own people. This ia a horrible thing you are doing. Not all of these men are SVP. There are so many in there that don’t deserve to be in there. They did the time now let them go! Let them do there work and move on. You are illegally holding people back from graduation and release. What is your problem with earning release?
